Jason Barrett, special prosecuting attorney for the State of Arkansas, declined to file criminal charges in a case involving the father of Capt. Michael Sloan of the Madison County Sheriff’s Office. Russell Sloan allegedly had a gun in view of people attending a baseball game at the Withrow Springs State Park ball field on May 20.
